Now, the equivalent of Tower authority in project management is the Project Board. Its mandate is defined during the Directing a Project process. It enables the Project Board to be accountable for the project’s success by making key decisions and exercising overall control. At the same time, it delegates day-to-day management of the project to the Project Manager.
During cruise phase, Tower does not need to stay permanently involved.
Different thing if a risk of exceeding tolerances promises turbulence. Or if the project gets actually bumped by an Exception Report.
Then the Project Board takes over project controls. No change of direction or any other corrective measures can happen without its clearance.
That´s what´s called management by exception.

By giving permission for project take-off the Project Board commits the organisation to a significant spend. Before taking the plunge, it had better be sure what the deal is.
Initiating a Project process results in the approval of the Project Initiation Documentation package. It enables the organisation to understand what kind of work will result in delivering the project’s products. It further defines baselines. And creates a set of monitoring tools .

The Controlling a Stage process assigns/monitors work that needs doing, deals with issues, reports progress to the Project Board. It also involves taking minor corrective actions to ensure that the stage remains within tolerances.
